Translation

a1The ocean that is your heart, full of the water of friendship, is satiated.
a1+You brought... time...
a2With the drum of the law, you called the (beings) of the five births into the city of Nirvāna. ... the word...
a2+You dissipated ignorance and darkness in every direction as another Buddha.
a3... perverse...
a3+As the king of mahārttesn1 , you gave (your) eyes to see the immortal place.
a4+You emitted golden rays of friendship in all directions.
a5... your...
a5+Surrounded by monks, you have set yourself apart like the moon among the planets.n2
b1... praise...
b2... the gathered good deeds ran (?)n3 into you. The ocean of knowledge...
b2+... the four assemblies... gathered your jewels (?)...
b3In the beginningless Saṃsāra...
b4All who have wrapped their thoughts in filth endure suffering. Through your law-water...
b5... having turned good, they all enter... without fear. Future, past, present...

Other

(Schmidt 1974: 289)

Philological commentary

n1This seems to be referring to the Śibi Jātaka, in which Indra visits king Śibi - a former incarnation of the Buddha - in the form of a blind brahmin and begs for one of his eyes. The king then gives him both of his eyes. His eyes then reappear in his eyesockets because of his merits, but with a supernatural ability to see all objects everywhere. (https://jatakastories.div.ed.ac.uk/stories-in-text/aryasuras-jatakamala-2/) mahārtte is connected to skr. mahārtha by Adams 1999, q.v. But this does not make sense in the context.
n2I interpret ṣpäk tās- as a set phrase meaning something like "set oneself apart".
n3Reading m·āntec as m(k)ānte-c.
