Translation

a1... resounding... on this bound horse, unfettered by peace, immovable... during famine... of killing...
a2... having conquered the Kleśas with the virtuous arrow sekarsa, they all... the glory/rank. You dwell in the nectar of extinction (of suffering), blissful, ... of conquering...
a3... if he was not able to behave..., the good mind towards you would... towards worship... (?) ... for this reason...

n2[lau] wa¯ ¯R
n3lauparr is obscure. Zhao and Rong suggest a connection with the putative root (going back to Adams 2013a) lup- "throw (away)". I leave it untranslated.
